Senate Amendments (2015):

• Carper Amendments:

  • Amendment to amend the non-discrimination provision in the SOAR Act to include that schools shall not discriminate against students on the basis of disability.

  • Amendment to require voucher schools to be fully accredited by organizations listed in the District of Columbia School Reform Act of 1995 in order to enroll voucher students.

  • Amendment to require a study of the D.C. voucher program to be “conducted using the strongest possible research design.”

  • Senator Carper’s Amendments to limit the number of students in a school receiving vouchers to 50% and 85% in order to prevent schools from being funded entirely or almost entirely by federal voucher dollars.

Human Rights Act at § 2-1402.41(1)."
