New!

February 2026 addendum

In light of the rapidly changing voucher landscape, we have added a new addendum to the toolkit containing the latest updates for February 2026. Since we published the February 2023 NCPE Toolkit, the private school voucher landscape has expanded dramatically. In the last three years, 12 states adopted new programs and some additional states removed eligibility limitations. Today, 32 states and D.C. have voucher programs. Eighteen of these states have universal voucher programs that allow virtually every student in the state—regardless of family income, whether they ever attended public school, or any other factor—to get a taxpayer-funded voucher to pay for tuition at private school. The consequences of this growth are clear.

This addendum provides information about the new federal tax credit voucher program, as well as an overview of growing legal challenges to voucher programs.
